All Over

Is there an eyliner that won't smear all over my bottom eyes by the end of the day?

I've tried so many different eyeliners and they don't work. I am currently using maybelline 24hr long last waterproof eyeliner gel and that even smears by like 3 or 4 hours of using it. Any good ones that really work out there? Your help is greatly appreciated...thanks.

Urban Decay 24/7 glide on pencil. It's my favorite.
Also, for top eyeliner, use primer before applying any make up because if you don't, at the end of the day/night you'll have a make up crease where all of your make up piles up and it looks icky. Primer will solve that. I recommend Too Faced Shadow Insurance. I know you didn't ask for that, but I wish I had that information a while ago.
